About

EV Phase-In Rates help commercial customers with EV chargers who are expanding operations manage their electricity bills by gradually introducing demand-based delivery charges. These charges increase in proportion to your site’s utilization level, giving you time to adapt. When your site reaches a load factor of 25% or higher your EV Phase-In Rate ends, and you will move to the standard rate schedule that applies to your account.*

How Your Tier is Calculated

The utilization of your site is measured by a load factor. When you apply, we determine your tier based on your load factor from the last full year of data. If your site has less than six months of load data, we place you in Tier 1. We review tiers twice per year to make sure you’re on the right rate.

Eligibility**

  • You must be eligible for SC9 Rate I or II, or PASNY Rate I or II to enroll.
  • You must have a Charging Ratio of at least 50% (meaning at least half of connected load comes from EV charging) or have separately metered EV charging (in which case, the Charging Ratio is 100%).
  • Customers receiving discounts under other programs (i.e. Rider J – Business Incentive Rate and SC No. 9 Special Provision H – Excelsior Jobs Program) are not eligible to participate.
