
New York State Affordable Multifamily Energy Efficiency Program
We’re offering incentives for the installation of energy-efficient equipment and technology so you can reduce overall energy use and maintenance costs while increasing operating efficiencies and improving tenant comfort. Efficient buildings also release fewer carbon emissions, providing a big boost toward New York State’s ambitious climate goals.
The Affordable Multifamily Energy Efficiency Program (AMEEP) is a combined effort of the Joint Utilities of New York—a coalition of energy companies operating across the state, including Con Edison, Orange & Rockland, Central Hudson, National Grid, National Fuel Gas, and NYSEG/RG&E—and New York State Energy Research and Development Authority (NYSERDA).
Who Can Participate?
- Customers in New York City and Westchester County, including those with Con Edison electric service and National Grid gas service.
- Property owners or managers of existing affordable multifamily buildings with five or more residential units. Supporting documentation, such as regulatory agreements or mortgages from housing agencies, must be provided. View a full list of accepted documentation.

Determine Your Program Pathway
To apply for the program, you’ll need to determine which pathway your project falls under—the Comprehensive Pathway or the Non-Comprehensive Pathway. The Comprehensive Pathway is great for whole building retrofits or projects that involve upgrades across multiple building systems. The Non-Comprehensive Pathway is suited for projects with one or a few measure upgrades.

Comprehensive Pathway Overview
Featuring greater incentives allowing for more dramatically improved energy efficiency, the Comprehensive Pathway is for more intensive retrofit projects across multiple building systems, such as heating and cooling, insulation, and lighting.
The Comprehensive Pathway uses a points-based incentive structure where a project that accumulates 100 or more points qualifies for Comprehensive Pathway incentives. Incentives are provided on a dollar-per-dwelling-unit basis with two tiers of incentives based on the project’s total points:
- Tier 1 (100–149 Points): $1,500 per dwelling unit
- Tier 2 (150+ Points): $2,000 per dwelling unit

In addition to these easy-to-calculate incentives, the Comprehensive Pathway also offers an optional mid-project incentive payment.
To qualify for Comprehensive projects, you must complete an energy audit with an approved Energy Provider before work on the project begins.* Your Energy Provider can help you identify energy efficiency opportunities and determine the initial scope of work. The program covers up to 75% of the costs associated with these audits by providing:
- A 50% cost share when the audit is completed
- An additional 25% cost share when the building proceeds with a comprehensive energy retrofit
How to Apply for the Comprehensive Pathway (≥100 Points)
- Submit an Interest Form to be contacted by our authorized contractor, Willdan Energy Solutions. Willdan will provide you with information about incentives you qualify for and how you can apply for them.
- Complete the Affordable Multifamily Energy Efficiency Program Application (PDF) and include any required paperwork.
- Complete an energy audit with either a NYSERDA Multifamily Building Solutions Provider or a NYSERDA FlexTech Consultant before work begins.* Your Energy Provider can help you identify energy efficiency opportunities and determine the initial scope of work.
- After your energy audit is complete, Willdan will guide you through the rest of the process, including equipment installation and incentive payment.
Non-Comprehensive Pathway Overview
If you’re interested in completing projects of one or a few upgrades and/or do not meet the 100 points required for the Comprehensive Pathway, your incentives will be determined by the equipment installed and/or energy savings. Energy audits are not required for these projects and there is no minimum points threshold per project.

How to Apply for the Non-Comprehensive Pathway (<100 Points)
- Submit an interest form to be contacted by our authorized contractor, Willdan Energy Solutions. Willdan will provide you with information about incentives you qualify for and how you can apply for them.
- Complete the Affordable Multifamily Energy Efficiency Program Application (PDF) and include any required paperwork.
- Review and choose from the list of participating contractors who are eligible to install your upgrades.** Find a Participating Contractor.

*If your building has recently gone through an energy audit, you may be exempt from this requirement. Examples of eligible audits include ASHRAE Level II or an Integrated Physical Needs Assessment (IPNA).
** You can also select contractors that are not part of our participating contractor network.
