Enhanced Affordability Program Offers Relief For More Eligible Con Edison Customers

Company Provided Over Half a Billion Dollars in Discounts To Customers Over Last Two Years

Con Edison urges customers to check their eligibility for discounts on their gas and electric bills under a new enhanced assistance program.

“We recognize affordability is a critical issue and work every day to balance the investments we need for resilience and reliability with customer costs,” said Michael Murphy, vice president, Customer Operations, Con Edison. “We provide tools to help customers manage their usage and assistance programs to help with their bills. We advocated for the expansion of income thresholds to let more households get the help they need to reduce energy costs.”

The Enhanced Energy Affordability Program (EEAP) bases eligibility on household size and income level. Con Edison residential customers in New York City and Westchester County with incomes below the respective area median are eligible for monthly discounts on their bill.

Residential customers must apply for EEAP program benefits.

Customers eligible to receive discounts under the Energy Affordability Program (EAP) are not eligible for EEAP. Customers receiving government assistance can apply and self-certify online.

Energy Affordability Program

The Energy Affordability Program continues to serve customers enrolled in government assistance programs. Over the last two years, Con Edison has provided over half a billion dollars in bill discounts through the EAP. In 2025, half a million customers were enrolled and received discounts.

While many EAP customers are automatically enrolled, customers receiving Medicaid, Federal Public Housing assistance, Veterans Disability or Survivors Pension, Supplemental Nutrition Assistance Program or Supplemental Security Income need to apply directly. Discounts vary by heating type (electricity or gas) and income and household size.

Con Edison is committed to working with customers to manage their energy bills, offering flexible payment plans and payment extensions.

The company offers:

  • Energy saving tips on its website. The best way for customers to manage their bills is to manage their usage, as usage is the biggest contributor to increases or decreases on their bill. In winter, the company encourages customers to set their thermostats at the lowest comfortable, safe temperature.
  • Payment assistance options, including budget billing, which smooths a customer’s costs out and helps limit seasonal spikes, and payment plans for those who have fallen behind.
  • The My Account page where customers can track their usage.

Protect Your Financial Health: Beware of Scammers

Con Edison urges customers to beware of scammers and the methods they use to steal money and personal information. Customers should be particularly vigilant about impostors who knock on their door and try to talk their way inside. Once inside, these criminals have stolen money and property. In the worst instances, they have committed assaults.

Con Edison employees wear a photo ID with their name and employee number. An employee will gladly provide their supervisor’s name and the unique “ticket” number assigned to the job. If still in doubt, call 1-800-75-CONED (1-800-752-6633) to verify the person’s identity.

Scammers who call customers by phone may instruct them to buy a prepaid card to pay a bill or face immediate termination of service. The scammers then steal the money on the card.

Con Edison doesn’t solicit payments through prepaid gift cards or cryptocurrency like Bitcoin. If asked to make a payment via one of these methods, hang up. If a customer needs to make a payment, they can do so safely on conEd.com.
