Thermal Energy Networks Pilot Projects

We are extending a request for information to applicants with the capability of designing and building a Con Edison-owned thermal energy network pilot project in our combined gas and electric service territory.

A thermal energy network is an ambient temperature loop system which connects multiple buildings by using some variation of ground-source heat pumps, geothermal infrastructure, waste heat energy, and utility-owned load balancing systems. We are looking specifically for solutions that can be applied to Con Edison’s dense, urban service area. Final approval of any pilot project is at the discretion of the New York State Public Service Commission and is expected to come in the first quarter of 2023.

The key components that need to be submitted are:

  • Feasibility study and design drawings
  • Detailed project cost estimate, which includes design, construction, HVAC upgrades, and operating costs
  • Project schedule, including design and construction
  • Project implementation plan
  • Customer acquisition plan

Who Should Apply?

We are interested in partnering with entities that have already identified specific buildings and have conducted engineering studies and designs on thermal energy networks connecting them.

We prefer partners with:

  • A proven track record designing and constructing thermal energy networks.
  • Commitment letters from proposed connected thermal energy network customers.
  • Designs that limit, or do not include, vertical borehole installations.
  • Inclusion of other grants and government funding.
  • An established presence in New York.
