The New York Department of Public Service (PSC) regulates the state's electric, gas, and steam utilities and has responsibility for setting rates and conditions of service. The conditions under which Con Edison conducts business are set forth in tariffs covering our energy services and service classifications. For our customers' convenience, all tariffs are available here, as well as other documents containing historic rates, adjustments, and other taxes and charges that are used in computing our customers' bills. Energy Choice To promote a competitive energy market in New York State, Con Edison encourages its customers to compare prices and shop for energy. Your energy bill consists of supply and delivery charges. Our full-service electricity and gas customers buy both supply and delivery from Con Edison. Retail access customers pay for delivery service from Con Edison and for supply from an Energy Service Company (ESCO) who competes to provide you energy supply. Con Edison and ESCOS shop for energy in the marketplace, and these prices vary from month-to-month based on supply and demand. Through Con Edison's PowerYourWay program, electricity and gas customers can find a list of PSC-registered ESCOs. Some suppliers offer special incentives and online signup. If you sign up with an ESCO for your energy supply, Con Edison will continue to deliver electricity and gas to your home or business, safely and reliably, at delivery rates regulated by the PSC.
