CON EDISON STATEMENT CONCERNING PSC STAFF REPORT
ON LONG ISLAND CITY NETWORK OUTAGES

NEW YORK - As we review the PSC Staff findings and recommendations, Con Edison remains committed to improving our operations and emergency response procedures.  We have already begun implementing recommendations contained in the PSC Staff report, many of which are similar to our own recommendations that we issued in October.  So far, we have:

  • Implemented improvements in our customer count systems
  • Established 250 additional call center lines
  • Completed testing of substation circuit breakers

In addition, we are:

  • Exploring advanced metering technologies
  • Working with other utilities on new mutual assistance procedures
  • Installing anti-corrosion equipment on transformers

We continue to believe that keeping power on in the network while attempting to restore service was the right decision.  A full network shutdown would have interrupted service to an additional 90,000 customers in northwest Queens with no guarantee that the power would have been restored any sooner. It would have stopped essential transportation lines and other services, impacting more than 1 million New Yorkers who travel through that neighborhood daily.

Since the event in northwest Queens, we have invested $89 million in emergency response, permanent repairs, and ongoing improvements to the Long Island City network.  Among the investments are:

  • New cable - $26.5 million
  • New transformers - $6 million
  • Work on underground structures - $5.7 million
  • Removing and retiring damaged equipment - $7.7 million
  • Electrical equipment and monitoring devices - $1.3 million
  • Mobile diesel generators - $7.4 million

We continue to work with city and state agencies, and have taken significant steps to improve service, reliability and communication.
